The Code of Federal Regulations contains all federal regulations currently in force in and in codified form i.e. arranged by agency and function. Federal Register (1994-present) is the newspaper of the executive arm of the government. It contains proposed and final regulations, presidential proclamations, announcements of all sorts including those about grants and much more. The detailed keyword access provided by the web is usually much easier to use than the paper index.
